Just glancing at it quickly there is Tital Elite Performance Center and Fitness Concepts that both have testing. I haven't gone to either, but I think every so often, DCTri people get a larger group to go to Tidal for testing and get an even better group discount, but I haven't seen pop up in a while.
Check out Quest Sports Science...they're a bit pricey but do a very thorough job.
I did one at Cycle Life Bike Shop in Georgetown - they have both run and bike V02 equipment

Hi there! I just wanted to make a quick comment about VO2 Testing and Heart Rate Training. I've used both, and if you have the patience, it definitely works. But, I want to recommend a couple of things:
1) If possible, try to plan on having a VO2 Max Test done for both running and cycling, as your zones for each may be quite different.
2) Try to plan on testing periodically, as your fitness level changes, your zones may change significantly as well. Perhaps plan a mid-season test.
