The 9999 is a default error in TP. First off, CTL needs 42 days worth of workouts before you can actually get enough data to calculate. You also must have your FTP and/or LT set in TP (which you do not).
Since this dives heavily into the data aspect of training, this is beyond the scope of a group training program. However hopefully this brief overview will be a good start for understanding the data.
