Yes Abri that is correct.

We want no more then 10% in the workout times each week – total. And most importantly for injury risk, not increasing more then 10% running each week.

If you have been doing that cycling time, meaning it is not new. Then you can add the additional swimming and running time. HOWEVER you are feeling tired then cut down on the cycling time a bit. It depends on your current fitness levels.
